Legislation regulating the accreditation renewal process for official university degrees:

General legislation

  • Royal Decree 822/2021, September 28, establishing the organization of university education and the quality assurance procedure. It establishes the official university education system in Spain and the evaluation procedure for its verification, monitoring, and accreditation.

Doctoral-specific legislation

This Royal Decree has been amended by:

  • Royal Decree 534/2013, of July 12, extending the deadline for adaptation to the provisions of Royal Decree 99/2011 for degrees that were verified under the legal framework of Royal Decree 1393/2007. The grading system to be awarded by the doctoral thesis evaluation committee has been expanded.
  • Royal Decree 43/2015, of February 2. Among other amendments, the conditions for admission to the doctorate have been reworded.
  • Royal Decree 195/2016, of May 13. Among other aspects, certain aspects of Royal Decree 99/2011, of January 28, regulating official university doctoral programs, have been amended: first, those relating to the assignment of a thesis supervisor and the monitoring and evaluation of doctoral students; internationally co-supervised doctorates have been made visible, and a new reference to the title of Doctor, that of the Industrial Doctorate, has been introduced to encourage the participation of companies in doctoral programs; The requirements for access to doctoral studies are extended to include the possession of an official university degree that has achieved correspondence with level 3 of the Spanish Qualifications Framework for Higher Education, and the requirement for specific additional training for access to a doctoral program is modified. Finally, regarding the supervision and monitoring of the doctoral program, the appointment of a thesis supervisor, the activities document, the research plan, and the position of the thesis co-supervisor are regulated.
