Gender equality is a universal legal principle included in article 14 of the 1978 Constitution, which proclaims the right to equality and non-discrimination on the basis of sex, and in article 9.2, which establishes the obligation of public powers to promote the conditions so that the equality of the individual and the groups in which they are integrated is real and effective.

The full recognition of formal equality before the law was completed with the approval of Organic Law 3/2007, of March 22, on effective equality between women and men. Article 45.1 of this law obliges institutions to adopt measures aimed at avoiding any type of employment discrimination between women and men, measures that must be negotiated, and where appropriate, agreed upon, with the legal representation of the workers.

Therefore, in accordance with the provisions of Royal Decree-Law 6/2019, of March 1, on urgent measures to guarantee equal treatment and opportunities between women and men in employment and occupation, the Autonomous Body National Agency for Quality Assessment and Accreditation (ANECA) has its Equality Plan 2022-2025, whose general objective is to guarantee equal treatment and opportunities for women and men in access, selection, hiring, promotion , training, conciliation, occupational health, as well as preventing situations of sexual and/or gender-based harassment, and gender violence.
