The CoARA National Chapter - Spain

​CoARA's National Chapters drive the implementation of the agreement at the state level, promoting the exchange of experiences and learning among institutions. They also facilitate collaboration with other chapters and international working groups.

The Spanish National Chapter was inaugurated on February 9, 2024 and is driven by ANECA, CRUE, CSIC and the Instituto de Salud Carlos III, with the participation of more than 80 representatives from universities, research centers and quality agencies.

Its objectives are aligned with the CoARA commitments, with special focus on:

  • Commitment 6: promote a joint initiative to review and improve evaluation systems in Spain. 
  • Commitment 7: collaborate with all types of organizations, signatories or not of the Agreement. 
  • Commitment 8: promote mutual learning within the Chapter and with CoARA at the international level.

Work phases and results

  • Step 1

    Mapping of best practices

    • Analysis of international and national levels to inspire the development of AI practices in Spain.
    • Members of the working groups within the Spanish National Chapter will be encouraged to join other relevant CoARA working groups.

  • Step 2

    Evaluation and model proposals

    • Evaluation of best practices for implementation at the national level.
    • In line with the development of Action 4 of the European Research Area (promoting attractive and sustainable research careers).

  • Step 3

    National Chapter Pilot Projects

    • Pilot evaluation projects to test best practices identified at the national level.
    • Assessment and evaluation commissions and committees. Test beds for small pilot projects.

  • Step 4

    Final evaluation and next steps

    • Proposals and recommendations for advancing research evaluation reform in Spain.
    • Final evaluation of the first two years of progress and identification of next steps.

CoARA National Chapter Working Groups

The Spanish National Chapter of CoARA is structured around 4 working groups on specific aspects of quality assessment. These working groups share specific objectives and cross-cutting issues of interest.

Each working group has developed an internal work plan and meets periodically to collaborate in the development of specific proposals and to exchange experiences in their work.

  • Objectives:

    • Identificar, analizar y adaptar metodologías innovadoras de evaluación de la investigación en España 
    • Desarrollar recomendaciones concretas para la implementación de la reforma en distintas instituciones en coordinación con los GT 2, 3 y 4 del NCS
    • Coordinarse con otras iniciativas nacionales e internacionales para fomentar el aprendizaje mutuo y la armonización de prácticas

  • Objectives:

    • Recoger experiencias de implementación de los compromisos CoARA que cada institución está desarrollando.
    • Identificar casos de éxito, características y contexto que favorecieron su implementación.
    • Revisar y desarrollar criterios, herramientas y procesos reproducibles, orientados a modificar la evaluación de la investigación.  
    • Estudios piloto de implementación de cambios en evaluación científica.
