Bachelor and Master Degrees

• REACU evaluation protocol for the monitoring and renewal of the accreditation of bachelor's and master's degrees evaluation protocol agreed by the Network of Quality Agencies for the monitoring and renewal of the accreditation of bachelor's and master's degrees.
• Accompanying guide for the preparation of self-assessment reports: renewal of accreditation of official bachelor's and master's degrees taught in non-institutionally accredited centres (adapted to the provisions of Royal Decree 822/2021). Document to help universities in undertaking the self-evaluation process of their degrees.
• Accompanying guide for external evaluation. Renewal of the accreditation of official bachelor's and master's degrees taught in non-institutionally accredited centres (adapted to the provisions of Royal Decree 822/2021). The Guide aims to facilitate the work of the expert panels and the Accreditation Commission during the External Review phase, with the purpose of supporting them in carrying out a methodical and independent diagnosis.

The phases of the evaluation process from the time a university applies to the Council of Universities for the renewal of accreditation of an official university degree until the submission to the Council of Universities of the final evaluation report for the renewal of accreditation drawn up by ANECA are as follows:

1. Self-evaluation report and collection of evidence, including an external visit, prior to the university's application to the Council of Universities:
   • The university annually indicates to ANECA the degrees for which it plans to apply for renewal of accreditation that year and a timetable is established, jointly between ANECA and the university, to carry out the evaluation of the degree, taking into account the deadlines established in the current regulations for the administrative procedure.
   • For each degree, the university prepares a self-assessment report in accordance with the criteria and guidelines of the accreditation model and provides the evidence on which it bases its assessments. ANECA has prepared the Self-evaluation Guide for the ACREDITA programme with the aim of guiding the universities in the preparation of this self-evaluation report which, once prepared, must be submitted in due time through the computer application for the submission of applications for the ACREDITA procedure.
   • ANECA appoints a panel of experts from outside the university to study the self-assessment report and other information available to ANECA. The panel visits the university and holds hearings with different groups, gathering evidence about the development of the syllabus.
   • After the panel's visit, ANECA sends the evaluated university a certificate of the visit, which must be submitted, together with the self-evaluation report, by the university in its application to the Council of Universities. 
2. Application by the university to the Council of Universities and ANECA's evaluation report:
   • The university's application will be processed through the SOLRUCT application of the University Council itself. Once the application has been validated, the Council of Universities will send the application to ANECA for evaluation.
   • Through the Accreditation Renewal Commission (CRAC) for Bachelor's and Master's degrees, ANECA evaluates the degree, taking into account the self-assessment report submitted by the university, the evidence presented by the university and the evidence gathered by the panel of external experts during their visit to the university, as well as the other information ANECA has on the degree. ANECA will send to the university a justified proposal of provisional evaluation report for the renewal of accreditation in favourable terms or with aspects that must be necessarily modified in order to obtain a favourable report. The report may include recommendations for the improvement of the degree.
   • The universities have a period of 20 working days to accept the proposed provisional accreditation report or to establish allegations and/or an improvement plan. At the end of this period, the Accreditation Renewal Commission analyses the available documentation of the degree and proceeds to issue the final assessment report for the renewal of accreditation, in favourable or unfavourable terms.
   • ANECA sends the final report to the Council of Universities, which is responsible for issuing the favourable or unfavourable resolution for the renewal of accreditation. The university and the Autonomous Community are also addressees of this report.
3. Resolution of the Council of Universities:
   • The university may lodge a complaint against the verification resolution with the Presidency of the Council of Universities within one month of its notification. If the complaint is accepted, it shall be assessed by a committee appointed for this purpose by the said body. The commission shall examine the file relating to the degree in order to ensure the established guarantees and may ratify the resolution or, if appropriate, admit the complaint and send it to ANECA.
   • ANECA's Advisory Committee for the Evaluation of Education and Institutions is responsible for reviewing the file submitted by the Council of Universities and shall submit the corresponding report within a maximum period of one month. 
   • Once the report has been received, the Council of Universities will issue the final resolution.
