Provisional resolution of the call for applications for the CEA-APQ academic publishing quality seal for collections 2025

The Monitoring Committee for the CEA-APQ academic publishing quality seal for collections, after reviewing the provisional resolution proposals for each of the eleven collections submitted by the Evaluation Committee, has issued the provisional resolution for the ninth call for applications, which is currently underway in 2025.
The resolution, which has been communicated to the applicant publishers and is published on the website https://colecciones.selloceaapq.es/, provides for a period for appeals that will end on June 27.
Once the appeals have been received, the Evaluation Committee will examine them and prepare a final report with its proposal, which will be submitted to the Monitoring Committee for the Seal, the body responsible for adopting the final resolution.
Eleven collections in the ninth call
In this ninth call, eleven publishing collections have applied for the seal. Seven are doing so for the first time and four are seeking renewal.
Monitoring Committee
The Monitoring Committee is composed of: Susana Quicios, director of the ANECA Faculty Evaluation Division; Anabel Bonilla, head of international accreditation processes at ANECA; Pilar Rico Castro, head of the Open Science Unit at FECYT; María Ángeles Coslado, technician responsible for the evaluation process of FECYT-certified journals; María Isabel Cabrera, president of UNE; Ana Isabel González, quality advisor at UNE; and Joaquín Corbacho, administrator of the CEA-APQ Seal.
What has been evaluated?
The seal, which certifies scientific quality, is awarded to collections that meet the requirements in four areas:
- Informative quality of the collection. The seal assesses different aspects of the collection's communication, dissemination, and access, such as the identification of the collection, the inclusion of metadata, and reviews in scientific journals.
- Quality of the editorial policy. In this case, the requirements analyze the definition of the editorial policy of each collection and the identification and prestige of the collection's director and scientific committee.
- Quality of the editorial processes. Publishers must demonstrate the existence of detailed instructions for submitting works, information on the manuscript selection process, and reasoned communication of the acceptance or rejection of works.
- Reputation and prestige of the collection. Finally, the requirements in this section assess the frequent publication of authors from outside the publishing institution and the ability to attract original works by foreign authors, in addition to citations and reviews received.
What does this Seal imply?
Since its creation in 2017, the CEA-APQ Seal has been recognized as an indicator of quality in publications in the evaluation of research activity, a recognition awarded by the National Commission for the Evaluation of Research Activity (CNEAI), and in the evaluation criteria for research merits claimed for the various accreditation figures for teaching staff carried out by ANECA (See BOE of December 19, 2024).
How many collections have obtained it?
Currently, 68 collections have this seal, which recognizes best practices in Spanish university publishing, promotes and encourages quality in academic publishing, and is a sign of scientific quality recognized by research evaluation agencies and the university community.
Which institutions promote it?
The Quality Seal in Academic Publishing – Academic Publishing Quality (CEA-APQ) was created and developed by the UNE, which is responsible for coordinating the work together with ANECA and FECYT.
