Evaluation criteria for the Call for Research Six-Year Periods - 2025

The evaluation of research activity, through the procedure known as six-year research periods, is governed by the evaluation criteria established in general terms and for guidance purposes by the Order of December 2, 1994, which establishes the procedure for the evaluation of research activity, in accordance with Royal Decree 1086/1989, of August 28, on university faculty remuneration, and by Order CNU/1181/2019, of December 3, establishing the common bases for the evaluation of the research activity of civil servant research personnel in the scientific scales of the Public Research Organizations of the General State Administration, in implementation of Royal Decree 310/2019, of April 26, which regulates the remuneration system for civil servant research staff in the scientific ranks of the Public Research Bodies of the General State Administration and creates the Commission for the Evaluation of Scientific and Technological Activity Performance.

The CNEAI, for its part, with the aim of providing greater clarity and transparency to the technical assessment to be made by the advisory committees and, where appropriate, the specialists consulted, publishes each year the specific criteria, in accordance with the provisions of Article 20 of the ANECA Statute, for each of the fields of evaluation, in a resolution issued in parallel with the call for applications.

See Resolution of December 10, 2025, of the National Commission for the Evaluation of Research Activity, publishing the criteria for the evaluation of research activity.

General criteria

    1. Five main contributions must be submitted, which may be accompanied by two substitute contributions, selected by the applicant. Exceptionally, the number of contributions may be lower if the work is of extraordinary relevance and has had a high scientific or social impact, or if, during the period under evaluation, the applicant has duly justified situations of maternity or paternity leave, leave of absence for the care of children, for the care of dependent first-degree relatives in their charge, due to gender-based violence and due to terrorist violence as provided for in Article 89.1 of Royal Legislative Decree 5/2015, of October 30, approving the revised text of the Basic Law on Public Employees, or long-term sick leave. Contributions submitted for a six-year research period may not be submitted for a subsequent call for six-year transfer periods. With this clarification, and in accordance with the explanatory section of this resolution, the range of contributions and possible means of dissemination that may justify a research activity during the period evaluated is extended to all fields, in accordance with Article 7 of the Order of December 2, 1994, which establishes the procedure for the evaluation of research activity in accordance with Royal Decree 1086/1989, of August 28, on the remuneration of university teaching staff, and Article 3 of Order CNU/1181/2019, of December 3, establishing the common bases for the evaluation of the research activity of civil servant research staff in the scientific scales of the Public Research Bodies of the General State Administration. In addition, the aforementioned orders indicate that contributions will be assessed taking into account the general situation of science in Spain, which suggests that, at the present time, data sets, methodologies, computer programs, and machine learning models may also justify research activity.
    2. Contributions will only be considered if they contribute to the advancement of knowledge and have scientific or social impact, the latter understood as the benefits that scientific knowledge brings beyond the academic sphere. Qualitative methods and quantitative indicators will be applied in the process of evaluating the quality of the contribution's content. To this end, the narrative provided by the applicant in the “indicators of relevance and impact” for each contribution will be taken as a reference. In this section of the application, the scientific impact of the contribution will be defended, for example, through contextualized citations received, excluding self-citations, its national and international projection, national or international projects that have funded the research or that have derived from it, compliance with standards of ethics and integrity in research, awards received, translations of the work, among others; and/or the contribution of said contribution to the generation of social impact, for example, through contributions to the design and implementation of public policies, contribution to the development of solutions to social problems, or any other aspect considered relevant. In the narrative provided, quantitative indicators (standardized bibliometric indicators, among others) will be used responsibly.
    3. In accordance with Article 11.7 of Organic Law 2/2023, of March 22, on the University System, the results of multidisciplinary and interdisciplinary research will be positively valued in all fields as ways of responding to the growing complexity of the challenges we face as a society.
    4. In accordance with Article 11.5 of Organic Law 2/2023, of March 22, research in the official languages of the national territories shall be promoted, which is why contributions in Spanish or other co-official languages cannot be considered a demerit, especially when their use in different scientific fields demonstrates the consistency and commitment that are required with the realities under study. Furthermore, in accordance with the principle of internationalization established in Article 4 of Law 14/2011, of June 1, on Science, Technology, and Innovation, the presentation of contributions in the official language of the country in which they were made may not be considered a demerit either.
    5. In accordance with Article 37 of Law 14/2011, of June 1, and Article 12 of Organic Law 2/2023, of March 22, the results of research submitted for evaluation must be deposited in institutional, thematic, or general open-access repositories, including a persistent identifier (DOI, Handle, ARK, SWHID, or, in general, a unique permanent URI/URL). In the case of academic publications, whether in article, book, or book chapter format, applicants must provide evidence of having deposited a copy of the final version of the contribution accepted for publication in a repository of their institution or in a thematic or general open access repository. The deposit may be made in open access, restricted access, embargoed, or with access only to metadata, respecting in all cases the management of copyright protected by the legal framework in force at the time of publication. The data sets submitted for evaluation must comply with the FAIR principles (findable, accessible, interoperable, and reusable) and, whenever possible, will be disseminated in open access in repositories. Finally, in the case of computer programs, relevant contributions to programs distributed as free software will be evaluated, understood as such to be those that comply with the definition published by the Open Source Initiative (https://opensource.org/osd/) and are therefore protected by one of the licenses approved by this body (https://opensource.org/licences/).
    6. For a contribution to be considered, the applicant must have actively participated in the work that gave rise to it, specifying their specific contribution to it in cases of co-authorship or multiple authorship. In the case of publications, this information must be provided in accordance with the CRediT taxonomy (Contributor Roles Taxonomy, https://credit.niso.org). Alternatively, if the publication does not require this information or another type of contribution is presented, it must be included in the narrative of the application, preferably using this taxonomy as a reference. Likewise, where applicable, the use of generative Artificial Intelligence must be declared, provided that it affects the original content of the contribution.
    7. In the case of publications, their indexing in a specific bibliographic repertoire or database may serve as a complementary argument in the narrative defense of the contribution, but not as a means of automatically obtaining a positive assessment of it without taking into account the intrinsic quality of the content.
    8. All contributions must be published or registered, depending on their type, in the years under evaluation, either definitively or, in the case of scientific journals, once accepted and published in the new systems known as continuous publication (forthcoming, online first, in press, etc.), with the obligation to present the persistent identifier (DOI, Handle, ARK, SWHID or, in general, a unique permanent URI/URL) of said publication. In the case of contributions to computer programs and machine learning models, they must have taken place during the years under evaluation.
    9. ANECA will establish the assessment criteria to be applied by all advisory committees, which will be made public sufficiently in advance of the opening of the call for applications. These criteria will establish specific requirements for each of the areas on which the assessment is based, as well as the possible circumstances that could lead to a lower rating.
    10.  In order to facilitate the identification of dimensions, metrics, and sources to support the relevance and impact of the contributions presented in all fields, please refer to the appendix to this resolution.
See the full text of the Resolution of December 10, 2025, of the National Commission for the Evaluation of Research Activity, publishing the criteria for the evaluation of research activity.

In relation to musical composition specifically for a theatrical, cinematographic, or choreographic work, the quality criteria corresponding to the Music field will also be considered.

In the field of Music, the criteria that both contributions and their means of dissemination must meet to be considered impactful are as follows: the relevance of the musical creation, its composition, direction, performance, instrumentation, technologies and techniques employed, etc. The invention of new musical instruments, whether handcrafted, analog, or digital, is also considered, taking into account their level of innovation and relevance. In the case of performance, the following will be considered: methodological innovation, quality of execution, premiere, and impact in specialized media; activities derived from the contribution, such as tours and concerts, the teaching of masterclasses, specialized workshops, etc. In the case of participation in orchestral ensembles, the level of responsibility in their performance, as well as the level and prestige of the ensemble, will also be taken into account. Works published in print, phonographic, or video formats will also be evaluated. In the first case, the prestige of the publisher will be considered, as previously mentioned. In all other circumstances, the prestige of the producers, distributors, and record labels, as well as the musical work itself, the conductor, the ensemble, and the performers involved in the recording, will be taken into consideration; the connection to relevant research projects awarded through competitive public calls for proposals; and prizes won in national and international competitions or contests will also be taken into account.
