Mercedes Siles Molina presents the ‘Study on quality assurance for the recognition of study periods and higher education degrees in Ibero-America

On the third and last day of the summer course organised by ANECA in collaboration with the Menéndez Pelayo International University in Santander, on Quality Assurance in Higher Education in Europe and Ibero-America. 

During the morning, speeches were given by Félix, Garía Lausín. director-coordinator of the Ibero-American Knowledge Area, on the topic: ‘Promoting the recognition of university studies from the Ibero-American Knowledge Area. He highlighted the close collaboration in the branches of Science, Technology and Innovation in the Ibero-American Space, which have been ratified and strengthened between countries and governments with the Knowledge policies. He also referred to some additional elements such as the basis of the trust in the quality guarantees through the good practice of all the national quality agencies, universities and governments, as well as the qualification frameworks as combined paths to reach the common goal of quality assurance.

Mercedes Siles Molina, Director of ANECA,  presented the  'Study on quality assurance for the recognition of study periods and higher education degrees in Ibero-America'.

Among the conclusions, the director of ANECA indicated that there are minimum common elements and facilitating elements in face of the difficulties. This vision leads to the harmonisation of quality assurance systems also for mobility and comparability with the autonomy that institutions must have. Mercedes Siles Molina also presented the paper 'Institutional accreditation. The next step in the maturity of internal quality guarantee systems’, a title which summarises the main conclusion.

Joan Subirats, Minister for Universities, tackled in his speech two aspects found in the Organic Law of the University System (LOSU): internationalisation and quality in the university system. He asserted that "on the horizon of LOSU is the brand of European universities that share degrees with each other, that share teaching staff, that have legal recognition and a specific identity. LOSU facilitates mobility in the European Area and this is a remarkable ambition. For this reason we must make degree systems more coherent”. He added that “a much broader and better connected horizon is opening up for students”.

At the closing of the course, the director of ANECA appealed for "contributions and the achievement of co-responsibility in quality assurance. ANECA extends its hand and its collaboration in this task in common".
