Teaching Staff Evaluation

On February 28, 2024, ANECA publishes the Director's Resolution by which the criteria are made public to guarantee that equality, conciliation and inclusion are effective in the evaluations of university teaching staff and research staff. The new provisions will complement the evaluation criteria of the different faculty evaluation programs, which will take into account the diversity of personal and family situations, without diminishing the necessary quality of the university system.

In the section on teacher accreditation, specific measures are contemplated regarding four blocks of issues:

  • the evaluation of merits of teaching activity and research activity (including the transfer and exchange of knowledge)
  • the waiver of the mobility requirement for PTU accreditation
  • the expert in the integration of gender analysis in the ACADEMIA commissions (official teaching staff)
  • the causes of resignation to be part of said commissions.

In the evaluation section of six-year terms, the two measures already provided for in the Resolution of December 1, 2020 are maintained to facilitate obtaining and enjoying the six-year term for applicants who are in special situations derived from permits, leaves of absence or withdrawals, and as an alternative to the extension of the six-year term, the possibility of presenting four contributions, instead of the five required, and obtaining the new six-year term with 24 points, instead of 30, is added.

In addition to this Resolution, ANECA approves in July 2024 the CoARA Action Plan 2024-2027, within the framework of the reform of the evaluation of research and academic careers, which includes gender among its principles. Thus, the transversal objective of addressing gender biases in research in all its dimensions is pursued, including the methodological design, to promote the equitable participation of women researchers in all areas and levels of the research career, as well as in the processes evaluation and decision making.

Evaluation of teachings and institutions

ANECA has adapted its evaluation programs to comply with the provisions of Organic Law 10/2022, of September 6, on the comprehensive guarantee of sexual freedom, establishing measures related to the evaluation, verification and accreditation of university centers and degrees.
This responds to what is mandated by the Law in that universities will establish a training itinerary on the prevention of violence against women and the promotion of equality between women and men, in the study plans leading to obtaining of official titles in which it is coherent, in accordance with the powers inherent therein. 

In addition, universities will promote the inclusion of content aimed at training for prevention, awareness, detection and training on sexual violence in the curricula of official university degrees that lead to the exercise of teaching professions.
Likewise, in the ongoing training of university professors and administration and service personnel, content aimed at training for prevention, awareness and detection of sexual violence will be incorporated.
