Participation procedure and round of meetings on the draft PTU and CU accreditation evaluation criteria

In accordance with article 21.2 of Royal Decree 678/2023, of 18 July, which regulates the state accreditation for access to university teaching bodies (PTU and CU) and the system of competitions for access to positions in these bodies, ANECA submits the draft criteria for the evaluation of merits and competences and the minimum reference requirements for a positive resolution - published on 8 February - to a process of participation with interested parties from the university and scientific community as a whole. The draft responds to the structure of merits and competences established in article 21.1 and detailed in the Annex of the aforementioned Royal Decree.

This procedure has been enabled and available until 29 February, thus launching ANECA's new participation platform: https://participa.aneca.es/, which will continue to be used for the review of other procedures. On this occasion, several modes of participation are offered, oriented to deliberate on the text of the published draft: you can propose amendments to each paragraph of the draft, support other people's amendments and also write and rate comments on them. All these contributions will be considered by ANECA's management and may be translated into concrete modifications of the draft for its publication as a final document. So far, 2,074 participants have registered, who have made 1,734 proposals and 2,633 comments. ANECA's management is grateful for the collaboration of all the participants in this process and the excellent reception of this initiative.

In addition, ANECA's management is meeting during the month of February with some twenty organisations to which it has proposed to discuss this draft (listed below in the order in which these meetings were held): CRUE's Sectoral Commissions for Teaching Staff, Teaching and R+D+i, FPU Investiga, FPI en Lucha, Federación de Jóvenes Investigadoras Precarias, Coordinadora Marea Roja de la Investigación, Plataforma PDI Precariat, Red de Doctorand@s del CSIC, Red de Asociaciones de Investigadores y Científicos en el Exterior (RAICEX), Real Patronato sobre Discapacidad, Unidad Mujeres y Ciencia, Plataforma Universitaria de Estudios Feministas y de Género (EUFEM), Asociación de Mujeres Investigadoras y Tecnólogas (AMIT), Conferencia de Consejos Sociales, CSIF, CCOO and UGT. In addition, another round of meetings with the presidencies of the 30 new accreditation commissions, in accordance with the provisions of the aforementioned Royal Decree.

ANECA published this draft of the new accreditation criteria for PTU and CU, after having made public, on 29 January, the Procedure for obtaining state accreditation for access to university teaching bodies. This new procedure guarantees the request for abbreviated, meaningful and accessible documentation, speeds up the formalisation of applications and reduces the workload that the accreditation system still in force entails for those being assessed.
