News on the PEP (from the Ministry of Universities) and ACADEMIA (from ANECA) programmes in the context of LOSU

On 30 March, the General Secretariat of Universities (SGU) published an information note on the process of accreditation as Assistant Professor (PAD) following the entry into force of the Organic Law of the University System (LOSU), which will govern the procedures of all the quality agencies that evaluate teaching staff, including ANECA.

This law eliminates the need for accreditation to access the PAD contract. Thus, as the SGU note indicates:

one of the bottlenecks identified, which has meant that the stabilisation of university teaching staff does not take place until well past the age of forty, is eliminated and the universities are given the fundamental responsibility of choosing, within their autonomy and respecting the LOSU in terms of the selection procedures for contracted teaching staff, their youngest doctoral teaching staff, similar to what happens in the vast majority of advanced university systems with the process known as the "tenure track".
On the other hand, the third transitory provision of the LOSU, in section 1, establishes that the current accreditation of PAD or the equivalent figure in the regional regulations will be considered as a preferential merit, within four years after the approval of the Law, for the purposes of access to the figure of PAD.

Therefore, from the entry into force of the LOSU, accreditation processes to the figure of PAD can no longer be requested by the interested parties and therefore cannot be carried out by the quality assessment agencies. Those processes that were underway before the Law came into force may be completed in accordance with the regulations in force at the time the application was submitted.

Likewise, in view of the entry into force of the LOSU, there have been numerous enquiries about the ACADEMIA programme, so ANECA reiterates that the programme remains permanently open and allows the submission of applications on a continuous basis in the two university teaching bodies, University Professor and University Professor.

The entry into force of the LOSU will give rise to the development of a new Royal Decree on Accreditation, the entry into force of which will be announced with sufficient time for all those interested in submitting an application for accreditation to be aware of the new procedure. Furthermore, a sufficient transition period will be established so that applications under the new procedure can be registered with full knowledge of the new system and the criteria to be applied and so that those persons preparing to submit an application under the current procedure can do so before the change of model.
