José Ángel Domínguez Pérez, new director of ANECA's Teaching and Institutions Evaluation Division

The Official State Gazette (BOE) publishes today, October 27, the appointment of Professor José-Ángel Domínguez Pérez as the new director of the Teaching and Institutions Evaluation Division of the National Agency for Quality Assessment and Accreditation (ANECA).

José-Ángel Domínguez Pérez is Professor of Geometry and Topology at the University of Salamanca, specializing in the field of algebraic geometry applied to information theory, codes and cryptography. He has carried out research stays at the University of Genoa (Italy) and at the Scuola Internazionale Superiore di Studi Avanzati (SISSA) in Trieste (Italy), which he has combined with his work as a popularizer of mathematics in various media.

In his academic career he has held various management positions at the University of Salamanca: secretary and director of the Department of Mathematics (1998-2004, 2008-2009), a period in which he was part of the Board of Directors of the National Conference of Deans of Mathematics, director of the Quality Assessment Unit at the University of Salamanca (2004-2007), vice-rector responsible for Teaching (2010-2012), Academic Policy (2012-2013) and Promotion and Coordination (2013-2016).

In his social dimension, he has been a councilor of the City Council of Salamanca (2003-2007) and in recognition of his institutional collaboration during his time as vice-rector he was distinguished with the Medal for Police Merit (with white badge) and Medal for Military Merit (with white badge) in 2014.

In 2017 he was appointed director of the Agency for the Quality of the University System of Castilla y León (ACSUCYL), a position he held until 2020. During that period he assumed the coordination of the Spanish Network of University Quality Agencies (REACU) in 2019 and was director of the Meeting on Quality Assurance and reform of the organization of university education in Spain, held at the Menéndez Pelayo International University (2019).

As an expert in university quality, he has participated in the European projects Jumelage institutionnel Maroc - Union Européenne (DZ16/ENI/OT/01-18) and Jumelage institutionnel Algérie - Union Européenne (Projet MA13/ENPI/SO/02-17, MA/58), and has collaborated with the Agency for Quality and University Prospective of Aragon (ACPUA) chairing the Subcommittee for the Evaluation of Centers (2020-2021), with the Agencia de Qualitat de L'Enseyament Superior d'Andorra (AQUA) as part of the Evaluation Commission (2020-2021) and with the Agencia para a Calidade do Sistema Universitario de Galicia (ACSUG) in Degree Evaluation (2021).

His collaboration with ANECA began in a first stage as an expert of the PhD program of excellence (2007-2008). He took it up again as president of the Internationalization Commission, a responsibility he has been assuming since 2020 until the present.

His comprehensive vision of assurance and improvement of the quality of knowledge, aimed at generating the confidence of society in universities, has been reflected in the book 'Calidad y Universidad', from the collection 'La Universidad del Siglo XXI', Ediciones Universidad de Salamanca.
