24/02/2025

- The measure will apply to equivalence files at degree level regulated by RD 967/2014 for degrees from Argentina, Bolivia, Chile, Colombia, Costa Rica, Cuba, Ecuador, Guatemala, Honduras, Mexico, Nicaragua, Panama, Paraguay, Peru, Puerto Rico, Uruguay and Venezuela.
- This general measure will be proposed to the Commission for Technical Analysis of Homologations and Declarations of Equivalence (CATHYDE), of the Ministry of Science, Innovation and Universities, for its application in the files regulated by RD 889/2022.
Since the promulgation of Royal Decree 967/2014, ANECA is the body responsible for preparing the reasoned technical reports that serve as a reference for the resolution of the Homologations and Declarations of Equivalence procedure for foreign university degrees by the Ministry. In the development of this task, ANECA has produced more than 63,000 technical reports (61.3% associated with the equivalence procedure and 38.7% with the homologation procedure). Of the files evaluated for their equivalence, nearly half correspond to Argentina, Bolivia, Chile, Colombia, Costa Rica, Cuba, Ecuador, El Salvador, Guatemala, Honduras, Mexico, Nicaragua, Panama, Paraguay, Peru, Puerto Rico, Uruguay and Venezuela.
In ANECA's constant commitment to streamline the processing of reports on Homologation files and declarations of Equivalence of foreign degrees, and taking into account the experience and knowledge acquired on the regulatory regulations of different countries in relation to their university higher education structure, the need to establish homogeneous criteria for equivalence at the Degree level is justified, taking as a reference the regulatory framework established by each of these countries. The list of countries may be expanded in the future to take into account new evidence based on individual reports from countries not included in this resolution.
This general measure, which seeks to strengthen the academic rigor of the evaluations, joins those previously adopted by ANECA as part of its efforts to speed up the evaluation procedure for homologation and equivalence declaration applications. It is hoped that the measure will shorten the time taken by the Ministry to resolve these applications.
Detailed information on the qualifications affected by this measure can be found in Annex I of the Resolution, which can be consulted in PDF at this link.
