Commission for the evaluation and monitoring of the state accreditation system established

Formed in accordance with Law 27/2022, on the institutionalization of the evaluation of public policies of the General State Administration

In compliance with Article 26 of the Royal Decree 678/2023, of July 18 (BOE of September 6, 2023), ANECA has proceeded to the constitution of the Commission for the evaluation and monitoring of the state accreditation system.

The functions of this Commission, as stated in the RD are:

  • To evaluate the benefits and costs of the procedures.
  • To propose ways of simplification.
  • To provide proposals for the improvement of the accreditation procedure.

The first task of the Commission will be to make a design and ex ante evaluation proposal regarding the adaptation of the research evaluation system (criteria, indicators, sources, etc.) used in ANECA's teaching staff accreditation programs, to:

  • The changes introduced by RD 678/2023, the Organic Law on Universities (LOSU), the Law on Science, Technology and Innovation (LCTI) and the National Strategy for Open Science (ENCA). 
  • The commitments acquired with the San Francisco Declaration on Research Assessment (DORA) and the Coalition for Advancing Research Assessment (CoARA).

This proposal should include the specification of the assessments used by the committees and commissions of these programs.

The Commission will guarantee the participation of the agents involved and the university community and, preferably, will promote an inclusive approach, addressing the heterogeneity of the university system. 

The results obtained in the participation process will be public and must be taken into account in the evaluation.

Composition
The Commission is made up of researchers and experts in public administration, public policy analysis, research analysis and evaluation, science and higher education policy and bibliometrics, among other relevant fields. 

The chairmanship of the Commission is held by the Director of ANECA and the secretariat by the Director of the Teacher Evaluation Division of the Agency. In both cases, in order to guarantee the independence of the Commission, they will have voice but no vote.

  • Pastora Martínez Samper. Commissioner for International Action. Open University of Catalonia. Coordinator of the Open Science Expert Group of the European University Association and member of the Open Science Commission of CRUE. Member of the Committee for Scientific Integrity of the Instituto de Salud Carlos III. 
  • Eva Méndez Rodríguez. Professor of the Dept. of Library Science and Documentation. Carlos III University of Madrid. Member of the Steering Board of CoARA (Coalition for Advancing Research Assessment). 
  • Jordi Molas Gallart. Research Professor at CSIC, specialist in evaluation of scientific and innovation policies, and Director of INGENIO (CSIC-UPV). 
  • Enrique Orduña Malea. Professor of Library Science and Documentation. Polytechnic University of Valencia. 
  • Pilar Rico Castro. Head of the Open Access, Repositories and Journals Unit, FECYT. 
  • Ana Isabel Sánchez Plaza. Responsible for the social impact of research at CREAF (Severo Ochoa Excellence and member of SOMMa). 
  • Daniel Torres Salinas. Professor of Information and Communication. Coordinator of Social Impact Assessment of the Vice-Rectorate for Social Innovation, Employability and Entrepreneurship of the University of Granada.
