Kick-off Meeting of the TLQAA Project

TLQAA Project

On the 24th and 25th January took place in the Ministry of Education and Higher Education of the Lebanon, the Kick-off meeting of the TEMPUS Project Toward a Lebanese Quality Assurance Agency (TLQAA), coordinated by the U. of Balamand (Lebanon) and the Centre International d’etudes pedagogiques de Sévres.

ANECA, along with AERES (la Agence d’Evaluation de la Recherche et de l’enseignement superieur de Francia) are the quality assurance agencies in charge of giving technical support to the Project.

The TLQAA Project focuses on the reform agenda of the Ministry of Education and Higher Education of Lebanon within the context of the evaluation of quality processes of the Lebanese universities. The new Higher Education Bill is currently being discussed in the Parliament.

Among the members of the Project are the Directorate-General for Universities of the Ministry of Education of Lebanon, as well as a consortium of private Lebanese universities and the only public one. Among the European partners, besides the three mentioned above, take part the Free university of Brussels, The Universidad de Alicante (Spain), Edinburgh Napier University and the Université de Lorraine (France).

On the 26th January took place the opening ceremony in the University of Balamand on the North of the country. The ceremony was chaired by the President of the University of Balamand, Dr. Elie A. Salem, the Minister of Higher Education, Dr. H. Diab, the ambassador of the European Union, Ms. A. Eichhorst, the ambassador of Spain in Beirut, Mr. Juan Carlos Gafo, the representative of the French ambassador and the Director of ANECA, Dr. Zulima Fernández.

The Project will last two years and the main objectives are to define a quality assurance model, to define the standards and guidelines of the quality framework and to accomplish three pilot projects with Lebanese higher education institutions to check the criteria. The members of the Project are aware that the Project can help the decision makers and stakeholders in Lebanon to make decisions to support the best profile to settle a Lebanese quality assurance agency according to the Bill and needs of the stakeholders.
