ANECA is the leading Spanish quality assessment body in Higher Education whose remit is to conduct evaluation, certification and accreditation activities in the Spanish University System, facilitating its continuing enhancement and adaptation to the European Higher Education Area (EHEA).

This institution fulfils its mandate through conducting evaluation procedures on the following:

Every five years, ANECA's activities and procedures are subjected to external evaluation  against the ESG by a panel of experts coordinated by the European Association for Quality Assurance in Higher Education (ENQA)  to renew the Agency's membership in the European Quality Assurance Register (EQAR) .

The Agency’s procedures are governed by the  European Standards and Guidelines for Quality Assurance in Higher Education (ESG)  common to the EHEA, and are conducted by academic peers supported by the Agency's professional and technical staff.

ANECA was founded by the Organic Law on Universities 6/2001, of 21 December, as a Foundation assigned to the Ministry of Education. Its functions were subsequently enlarged in the modification approved in 2007 (LOMLOU 4/2007, of 12 April). More recently, Act 15/2014, of 16 September, on the rationalisation of the public sector and other forms of administrative reform, has granted ANECA the status of Autonomous Body of the State Administration, assigned to the Ministry of Education, Culture and Sports through the General Secretariat for Universities.

This change of identity is a major milestone in this National Agency's institutional consolidation, as prominently expressed in its  Statutes  :

  • Article 2 determines in explicit terms its functional independence from the ministerial body (art. 2.1) to which it is assigned. Likewise, it explicitly establishes that it is expressly forbidden for any of its members to accept or receive instructions from any public or private body (art. 2.2).
  • Article 7 defines and develops the principles of legality and legal security, technical and scientific competence, objectivity, independence and transparency that constitute the basic tenets for ANECA's activities in the discharge of its duties.
  • All the above, as highlighted in Article 1.4, is fully compliant with the applicable criteria for such institutions within the EHEA, and in general on an international scale, guaranteeing and promoting international recognition for Higher Education.

Evaluations commissioned by the General Secretariat for Universities

In addition to the evaluation procedures deriving from the legal mandates for education and lecturers, defined in the Autonomous Body's Statutes, ANECA operates as quality assessment body for the General Secretariat for Universities' periodic competitive calls, and for processes requiring a peer review of merits against a model of criteria.
This scope of action encompasses the following procedures:

  • The evaluation of applications for the recognition of equivalence and homologation of foreign degrees, and the preparation of reports on the correspondence between Spanish degrees before the implementation of the European Higher Education Area and the MECES (Royal Decree 967/2014, of 21 November).
  • The evaluation of applications for grants or other aid for university graduates and university teaching staff.
  • Evaluation for determining the equivalence of the grade point average in university academic transcripts for studies at centres in a foreign country.
  • The evaluation of applications for retribution complements for civil servant or non civil servant teaching and researching staff, submitted by universities or regional governments.

Evaluation Activities

  • Program PEP

    PEP evaluates the CVs of applicants to access non-civil servant academic staff bodies.

  • Program ACADEMIA

    ACADEMIA evaluates CVs of applicants to access civil-servant academic staff bodies.

  • Program VERIFICA

    VERIFICA evaluates degree proposals designed according to EHEA criteria.

  • Program MONITOR

    MONITOR follows-up an ex-ante accredited programme to check its correct implementation and results.

  • Program ACREDITA

    ACREDITA checks that the degree has been carried out according to the initial project.

  • Program SIC

    SIC SIC Assessment for quality International labels (that in Spanish means Sellos Internacionales de Calidad)

  • Program DOCENTIA

    DOCENTIA supports Universities to create mechanisms to evaluate academic staff quality.

  • Program AUDIT

    AUDIT provides guidance for HEIs to establish their own internal quality assurance systems.

  • Program CNEAI

    CNEAI Evaluation of research activity
